.:Summary of Duties:.

Serves as Chief Financial Officer providing executive level operational control of the management of Marine Corps Community Services financial resources (appropriated and nonappropriated fund) with substantial advisory support in decision making processes on planned and on-going program activities.  MCCS program activities at this level involving total sales and appropriated funds support and other income are in total in excess of $100,000,000 annually.  The MCCS Director provides the incumbent direction and policy guidance.  Incumbent of this position is expected to exercise substantial freedom in planning, organizing, and directing the integrated financial management program, providing financial program analysis and evaluation reporting, interpreting financial results of operations, and for providing advisory services and assistance to operating managers on fiscal program issues.  Participates with MCCS Director in developing annual budget, long range program planning and capital improvement strategies.  Regularly participates in installation meetings (i.e., MCCS Advisory Boards, command staff meetings) and briefs senior level officials on the fiscal status of operations and financial impact on program changes. Provides direction to the fiscal office staff in administering the MIS integrated financial system consisting of budgeting, official NAF accounting, payroll, financial management reporting, and security of MCCS funds.  Exercises second level supervision over fiscal personnel, with responsibility for organizational structuring, establishing performance objectives, and overall staff supervision through subordinate supervisors.  Administers the management analysis staff and function, directing ongoing internal control reviews to monitor and evaluate operational units of the MCCS Directorate for adherence to established policy and procedures; provides recommendations to the MCCS Director.  Facilitates activity based costing, conducts analysis of data captured, makes recommendations to MCCS Director on the best course of action, and implements activity based management processes.  Manages the MCCS cash management function, including check cashing and other negotiable instrument functions, and change handling and depository provisions for MCCS organizational units and activities; coordinates excess and deficient cash requirements with the on-base bank. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies.  Prepares internal office financial plan and related records and reports and exercises authority on approved budget.  Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS.  Develops long range plans in conjunction with internal operating directives, and exercises personnel management authorities with regard to subordinate supervisors and employees within the office. Effectively supports the Marine Corps Equal Employment Opportunity Polices, and ensure compliance with fire, safety, and other environmental issues. Performs other related duties as assigned.

 

MINIMUM QUALIFICATIONS:  Ten years experience that demonstrates a broad knowledge of and ability to apply principles, methods, and techniques of financial management, with an in-depth background in budgeting, accounting, and financial management reporting.  Must hold a four year degree from an accredited university in a finance related major. Thorough knowledge of management practices and ability to analyze trends and developments and to make improvements in operating programs through innovative general business practices.  Possess experience dealing with individuals on various levels, including high ranking military members, local and national headquarters staffers, civic leaders, etc. Knowledge of Marine Corps staff procedures and organization is a plus.  Annual financial declaration is required.  This is a white-collar position where occasional lifting up to 20 lbs may be required.
